In Virginia, it costs more to send one child to child care than to earn a degree from a local public university.
In Virginia,

13% of families with children (and 25% of black families) say they did not have enough to food eat.

That’s why SCAN VA is organizing year-round with advocates and partners to engage with elected officials, candidates, and communities to ensure that all children have access to quality, affordable early childhood education and child nutrition.

Randy Moore (he/him)

Virginia State Manager

Randy Moore joins the SCAN team as our new Virginia State Manager. Randy is a seasoned policy advocate and community organizer.

With a robust background in policy advocacy, coalition-building, and community engagement, Randy has dedicated his career to driving systemic change and improving the well-being of communities. Most recently, Randy was the Policy Manager at Active Minds, where he led the development of a comprehensive legislative platform focused on intersectional mental health
reforms.

He has also served as an Outreach Representative for U.S. Senator Mark Warner, engaging with community leaders to ensure policy priorities met the needs of Central Virginia constituents. And he worked at the Virginia Housing Alliance where he further honed his skills in mobilizing stakeholders and leading advocacy campaigns to address affordable housing.

Marley Pulido Vargas (he/him)

Senior Director, State & Electoral Campaigns for the Eastern Region

Marley is a community organizer and SCAN's Senior Director, State & Electoral Campaigns for the Eastern Region. He's based in Washington DC.

He became an organizer in 2014 when working as a server in South Florida, he and his coworkers came together to fight wage theft at their workplace. Around the same time, he was knocking on doors and phone banking trying to get out the Latino vote during the Florida gubernatorial race.

Most of Marley’s advocacy work has been focused on multi-issue and intersectional campaigns that enable the leadership of the most impacted. He’s launched a local-turned-statewide campaign to fight wage theft in the Northern Virginia suburbs; coached Kickstarter employees as they built the very first union at a major tech company; taught a course at George Mason University on immigration and labor rights. He worked the historic elections of 2017 in Virginia that led to major wins for working families like the expansion of Medicaid. Most recently he worked as a Deputy Organizing Director with the Maryland Democratic Party, helping secure the election of Senator Angela Alsobrooks.

Marley joins SCAN as a working dad who has experienced food insecurity as he had to navigate a costly early education system. Advocating for kids is very personal to him. He currently oversees our lawmaker, electoral candidate and voter engagement strategy in Louisiana, New Hampshire, South Carolina and Virginia. He also guides our family engagement work in our efforts to elevate parent’s voices when advocating for quality early education and an end to child food insecurity in Louisiana and South Carolina.
