Seattle Voters Reaffirm Commitment to Early Learning and Families: Proposition 1 Passes

Save the Children Action Network Celebrates Landmark Victory for Kids’ Nutrition and Learning 

DSEATTLE (November 4, 2025) — Save the Children Action Network (SCAN) today celebrates Seattle voters’ approval of Proposition 1, the Every Child Ready initiative, which renews and expands the Families, Education, Preschool & Promise (FEPP) levy, securing a vital investment in Seattle’s children, families and educators. 

By passing Proposition 1, Seattle has reaffirmed its role as a national leader in early learning and its commitment to ensuring that every child, regardless of background or income, can enter kindergarten ready to learn, thrive in school and succeed in life. 

“Seattle’s kids can’t wait and tonight, voters made sure they don’t have to,” said Lacey Daniell-Miller, Senior Director of state and electoral campaigns at SCAN. “This is more than a win for preschool and child care, it’s an investment in Seattle’s future. Families, educators and children across the city will continue to benefit from programs that make early learning affordable and high-quality.” 

The renewed FEPP levy will: 

  • Expand access to early learning through 600 new preschool seats and 800 new childcare assistance slots, serving over 1,400 families and saving them approximately $6,500 per child each year. 
  • Sustain prenatal-to-three supports that promote healthy development and kindergarten readiness for 750 children annually. 
  • Support the workforce by providing stipends to 5,000 early educators each year, helping retain the professionals who shape children’s earliest learning experiences. 

For over a decade, the FEPP levy has transformed opportunities for Seattle’s children, strengthening school-based health services, expanding after-school programs and making college accessible through the Seattle Promise program. 

“Investing in early learning isn’t just about preschool,” Daniell-Miller said. “It’s about economic strength and ensuring every child can succeed. When we invest in kids, we invest in Seattle’s future.” 

SCAN actively supported Proposition 1 in Seattle through a robust grassroots effort to strengthen programs for children and families. Our campaign combined volunteer mobilization and strategic advocacy to reach voters through: 

  • Postcard writing, text banking, educational emails and social media outreach, all aimed at increasing voter awareness and engagement. 
  • Collaboration with the Every Child Ready campaign, joining pitch meetings to help secure organizational endorsements and serving as a trusted validator for the cause. 
  • A direct contribution to the Proposition 1 campaign to expand voter communication and reinforce the importance of continued investment in children’s programs.
