SCAN Urges Support for Propositions LL & MM to Protect Healthy School Meals for All in Colorado

Colorado (September 8, 2025) – Save the Children Action Network (SCAN) calls on voters to support Propositions LL and MM to protect and strengthen Colorado’s Healthy School Meals for All (HSMA) program. First passed in 2022, HSMA ensures every student in public schools has access to free breakfast and lunch—because no child should have to learn on an empty stomach. 

Proposition LL allows the state to keep the money already collected for HSMA, while Proposition MM secures the additional funds needed to continue the program and improve school meals with fresh, nutritious, Colorado-grown food made from scratch. After Healthy School Meals for All is fully funded, Prop MM also supports the Supplemental Nutrition Assistance Program or SNAP, a program that helps 300,000 Colorado families afford groceries each month but is facing devastating federal cuts. Together, these measures ensure Colorado’s kids have the healthy meals they need to thrive. 

SCAN is a member of the Keep Kids Fed Colorado campaign and is investing in targeted paid calls in addition to mobilizing our grassroots advocates to text, write postcards, and knock the doors of voters across the state. 

“Healthy School Meals for All has already been a game-changer for Colorado kids and families,” said Ana Bustamante, State Manager for Save the Children Action Network. “It has reduced stigma in the lunch line, relieved pressure on families, and helped students show up ready to learn. By voting yes on Propositions LL and MM, we can guarantee that no child goes hungry at school, and every family has one less financial burden to carry. This is about dignity, fairness, and doing what’s right for kids.” 

Since its implementation, 100% of eligible districts have opted into the program, with meal participation increasing by 30%. Parents, educators, health professionals, farmers, and community leaders across Colorado are uniting to ensure its future.
