Capital Gains Tax a Step Toward Addressing Early Learning Gaps, says Save the Children Action Network  

OLYMPIA, WA — Save the Children Action Network (SCAN) applauds Governor Bob Ferguson for signing Senate Bill 5813 into law, which will bring new, dedicated revenue to Washington’s early learning programs. The law adds a new layer to the state’s capital gains tax, generating an estimated $321 million that will support early childhood education and K-12 public school infrastructure. 

“This is a good step to begin to address the funding gaps for critical early learning programs created during this year’s legislative session as a result of the state’s budget crisis,” said Lacey Daniell-Miller, Senior Director State and Electoral Campaigns for Save the Children Action Network. “Ensuring that Washington’s children have access to high-quality, affordable early learning will help our state’s economy grow. It’s critical that lawmakers prioritize sustained investments in early learning.” 

The new revenue comes at a time when access to affordable child care remains one of the most pressing challenges facing families and early educators across the state. With child care costs rising and workforce shortages straining providers, new investments will be key to reinstating access to programs and supporting educators. 

SCAN played an active role in the final push for this bill’s passage, mobilizing advocates statewide and generating more than 300 calls to Governor Ferguson’s office in support of the legislation. 

“This win is a testament to what’s possible when advocates, lawmakers, and community voices come together for kids,” added Daniell-Miller. “We thank Governor Ferguson and legislative leaders for recognizing that investing in early learning is not just the right thing to do—it’s a smart investment in Washington’s future.” 

The revenue from Senate Bill 5813 will be instrumental in helping Washington deliver on providing early learning priorities to children across the state.
