Save the Children Action Network Endorses Bipartisan Slate of Virginia House of Delegates Candidates Committed to Children’s Future

September 3, 2025

RICHMOND, VA (September 3, 2025) – Save the Children Action Network (SCAN) today announced its endorsement of a bipartisan slate of candidates for the Virginia House of Delegates who are committed to expanding early learning opportunities and ending child hunger.

“Every child in Virginia deserves a strong start in life – with access to quality early learning and the nutritious food they need to thrive,” said Randy Moore, Virginia State Manager at SCAN. “We are proud to endorse candidates from both parties who understand that investing in kids isn’t political, it’s common sense. It supports working parents, strengthens Virginia’s workforce, and secures our state’s long-term prosperity.”

These endorsements follow SCAN’s announcement of our endorsement of Abigail Spanberger for Governor of Virginia, recognizing her long-standing commitment to children and families and her proven record of bipartisan leadership.

Virginia families face urgent challenges:

  • More than 13,000 children are on a waitlist for Child Care Subsidy Program. This limits the ability of parents to work, pursue educational opportunities, and build greater economic security for their families.
  • 1 in 11 Virginia children face hunger, which results in poor health and an inability to focus in school, limiting them from reaching their full potential.

SCAN is pleased to announce our largest every slate of endorsed candidates, including:

  • Adele Mcclure (D), House of Delegates District 2
  • Elizabeth Bennett-Parker (D), House of Delegates District 5
  • Elizabeth Guzman (D), House of Delegates District 22
  • Ellen Campbell (R), House of Delegates District 36
  • Terry Austin (R), House of Delegates District 37
  • Terry Kilgore (R), House of Delegates District 45
  • May Nivar (D), House of Delegates District 57
  • Shelly Simonds (D), House of Delegates District 70
  • Jessica Anderson (D), House of Delegates District 71
  • Carrie Coyner (R), House of Delegates District 75
  • Destiny LeVere Bolling (D), House of Delegates District 80
  • Kimberly Pope Adams (D), House of Delegates District 82
  • Nadarius Clark (D), House of Delegates District 84
  • Kelly Fowler, (D), House of Delegates District 96
  • Anne Ferrell Tata (R), House of Delegates District 99

Voters in House of Delegates district 41 are lucky to have two candidates who will champion quality, affordable child care. SCAN is pleased to issue this dual endorsement:

  • Lily Franklin (D), House of Delegates District 41
  • Chris Obenshain (R), House of Delegates District 41

Together, this slate of candidates represent a strong bench of champions for Virginia’s children and families.

These leaders are committed to prioritizing early childhood education and nutrition programs – advancing bipartisan solutions to support children and families. SCAN is investing in targeted digital ads and paid calls in addition to mobilizing our grassroots advocates to text, write and knock the doors of voters across the Commonwealth to help elect this slate of candidates and ensure children remain a top priority in Richmond.

“Investing in child care and nutrition is not a partisan issue, it’s a Virginia issue,” said Marley Pulido, SCAN’s Senior Director for State and Electoral Campaigns, Eastern Region. “We look forward to working alongside these champions to build a stronger, healthier future for every child in the Commonwealth.”
